Health policy is a dynamic field of study. Since the first edition of this textbook, much has changed in terms of the political landscape, public health, health care, and data analytics. This book provides an overview of concepts, tools, and resources that will open the door of public health policy analysis to students. Students can adapt the framework and foundational tools to provide a springboard for life-long learning and inquiry. Health policy analysis is not for the faint of heart. It is a challenging task that requires synthesizing knowledge from multiple disciplines and using many different skills. The book focuses primarily on the US federal government with additional general coverage of state and local governments. However, it is important to point out the importance of other countries, especially developing countries, as well as the Indigenous populations within the United States. The authors experience from teaching classes in health policy has been that students generally lack a nuanced understanding of the
US political system. As a consequence, the authors added several new chapters on the US political system. The chapters also include Breakout Boxes that provide conceptual details and practical examples. The authors provide an overview of the US political structure, process, and culture with examples drawn from public health. Health policy analysis occurs in multiple types of settings. After graduation, one may be employed by a non-profit health organization, a member of Congress, a governmental agency at the national state or local level, a political think tank, a public or private research center, a lobbying or advocacy organization, etc. The task of conducting a policy analysis may involve developing a policy proposal to assess one or more alternatives a priori or evaluating the success of a policy that has already been implemented.
